To solve this problem, you must re-install Windows on your PC. This issue is likely due to a corrupt DLL file and cannot be fixed until this DLL is replaced with a working copy. Re-installing Windows XP in the same directory will fix this error, and all your programs will continue working fine as there is no fresh installation.
